海七弦古琴文化發展基金會于2011年1月28日在上海市社會團體管理局登記成立（滬民 基證字第 0116 號）。業務主管單位為上海市文化廣播影視管理局。
Shanghai Guqin Cultural Foundation was established on January 28th, 2011,under the supervision of Shanghai Municipal Administration of Culture, Radio,Film & TV. It was registered with Shanghai Social Groups Administration.

The Foundation is the third batch of intangible cultural heritage in Shanghai (Guqin Art) protection unit.
基金會的理事會成員由李祥霆、唐健垣、楊青、趙家珍、楊致儉等國家級非物質文化遺產項目（古琴藝術）代表性傳承人、中國琴會榮譽會長、秘書長、副會長等諸多古琴和知名企業家構成。由楊致儉先生擔任基金會**任理事長。
The council of the foundation is composed of the representative inheritors of the national Intangible Cultural Heritage as well as the honorary president, secretary general and vice-presidents of China Guqin Association, or the Professional Guqin Committee of China Nationalities Orchestra Society.
